Is Ant-Man 3's Kang the Conqueror the same as Loki's survivor?

Jonathan Majors debuts as Kang the Conqueror in the Ant-Man and the Wasp: Quantum Fever trailer, but is he the same relic as Loki?

The trailer for Ant-Man and the Wasp: Quantum Fever shows Jonathan Majors as Kang the Conqueror, questioning whether he is the same as Loki Con the Conqueror in the season 1 finale.
